The
web-based survey of local planning websites is being carried out
by
PPA in
February and March 2010, on behalf of The Scottish Executive. The
aim is to review the availability and accessibility of online planning
information and services in Scotland against a set of 13 agreed
e-planning criteria.

Use
of Technology, The 21 Questions Survey.
During
October 2006 Peter Pendleton & Associates undertook an independent
Survey to identify key barriers to the use of technology by local
planning authorities.

Enforcement
Survey
During
December 2005 Peter Pendleton & Associates undertook an independent
survey of the provision of online enforcement information available
on London boroughs' planning websites.
We
created a pilot set of criteria to measure the availability of enforcement
information and services at council offices and electronically via
the local government website, with a particular focus on registers
of enforcement notices.
This
survey is not linked to PDG funding and is for information purposes
only.

Pendleton
Planning Survey December 2005
The
results from the December 2005 Planning Website Survey are now available
to view on this site by clicking on the links below.
The results are displayed in spreadsheet format for all local authorities
in England, Wales and Scotland. THE SCOTTISH, ENGLISH AND WELSH
SURVEY REPORTS - ARE NOW AVAILABLE.
The web-based survey of local authority planning websites was carried
out by PPA from the 31st December 2005 on behalf The Office of the
Deputy Prime Minister and The Scottish Executive. The aim was to
review the availability and accessibility of online planning information
and services on all Local and National Park Authority websites in
England, Wales and Scotland.
The validated December 2005 results for the English local authorities
will be used by the ODPM to assist in the allocation of Planning
Delivery Grant funding.
The
survey was carried out from the perspective of the web-user and
aimed to assess the needs of both regular and potential one-off
users of council planning services. The scope of the survey criteria
included the development control process and policy but did not
include the enforcement process.

All
local authorities in Scotland were surveyed against the 21 Criteria,
with the exception of the Scottish Joint Structure Plan Teams which
were surveyed against 11 criteria, to reflect their different planning
roles and responsibilities.
All local authorities in England and Wales were tested against the
21 Pendleton Criteria, with the exception of the English County
Councils and the National Parks in England and Wales. To reflect
their different roles and responsibilities, the English County Councils
were tested against a revised 21 criteria and the National Park
Authorities were tested against 24 criteria.

Please
note that points were not awarded for
o Application and decision registers and committee schedules that
were out of date;
o Links or services that did not work;
o Where planning conditions/reasons for refusal were listed for
committee decisions only (not delegated);
o Only general guidance information on appeals was given;
o Summaries of Development Plans, Inspector's Reports or Proposal
Map modifications;
o Information/services provided via external websites unless it
is clear on the LPA website what is available on the external
site and how to access it. A simple link with no explanation was
not enough.

Pendleton
Criteria
PPA undertook and published surveys of planning websites of the
London Boroughs in 2002 and 2003 and authorities in the South West
in 2003.
We
conducted the first Pendleton planning website survey for England
and Wales in 2003 (based on our Pendleton
Criteria), which was published by PARSOL in September 2003.
PARSOL
also commissioned PPA to undertake a survey of online regulatory
services in England - Environmental
Health, Licensing, Building Control and Trading Standards -
which was published in May 2004 on the PARSOL
web site and is available on our website
by clicking 'here'.
We
are now working with the Office of the Deputy Prime Minister and
the Scottish Executive carrying out monitoring surveys of local
authority websites in England, Wales and Scotland.
In
2004 the Office of the Deputy Prime Minister commissioned PPA to
undertake a survey of websites in England and Wales, to assist in
the monitoring of e-planning progress and the distribution of Planning
Delivery Grant funding. The results of the survey are available
by clicking on the 'Planning Survey 2004' link above.
Baseline
data was collected for the Scottish local authorities and national
park authorities in 2004 on behalf of the Scottish Executive. The
results of the survey are available to view by clicking on the 'Planning
Survey Scotland' link above.
On
the2nd May 2005 we undertook a further planning website survey for
England and Wales on behalf of the ODPM. This was a monitoring survey.
The results were not used to allocate Planning Delivery Grant funding.
