PPA and The Scottish Executive are pleased to confirm that the report and verified results for the Planning Website Survey Scotland 2004 are now available to view on this site by clicking on the link below.

Planning Survey Scotland 2004 is a baseline survey of Scottish Local Authorities, National Park Authorities and the Ayrshire and Glasgow & Clyde Valley Joint Structure Plan Teams, designed to test the on-line planning services from the point of view of the web-user. The survey was commissioned by
The Scottish Executive to assist in the monitoring of e-planning progress in Scotland and was carried out by PPA on the 1st November 2004.

Councils were invited to verify their results with PPA between the 3rd and 10th November 2004 by logging onto the PPA website, reviewing their score and emailing their feedback. We thank all councils that responded during the verification period.

To view the final report and verified scores click on the link below. Individual verified results for Local and National Park Authorities are available in Appendix 1 of the report, and results for the Structure Plan Teams are available in Appendix 2.

o Planning Website Survey Scotland 2004 - Report & Results Tables

Scottish Local Authorities have been tested against the original 21 Pendleton Criteria, with minor modifications to reflect the Scottish appeal system. Although the two Park Authorities differ in their respective planning roles, the same criterion has been used for the survey. The Structure Plan Teams have been tested against 11 provisional Pendleton ‘Structure Plan Criteria’ - adapted from the original 21 to reflect their different roles and responsibilities.

Please note that points could not be awarded for:
o Application and decision registers and committee schedules that were out of date;
o Links that did not work;
o Where planning conditions/reasons for refusal were listed for committee decisions only (not delegated);
o Where only general guidance information on appeals was given;
o Summaries of Development Plans or Proposal Map modifications.
o Information/services provided via links to other websites unless it was clear on the authority website what information/services are provided externally and where to find them.
o New information and services available on the website after the 1st November 2004
