Survey 2004

PPA
and The Office of the Deputy Prime Minister are pleased to confirm
that the verified results for the Planning Website Survey 2004 are
now available to view on this site by clicking on the links below.
The web-based survey was carried out on the 30th September 2004,
to review the availability and accessibility of online planning
information and services on Local and National Park Authority and
County Council websites in England and Wales. The survey was commissioned
by the Office of the Deputy Prime Minister to assist in the monitoring
of e-planning progress in England and Wales and the distribution
of Planning Delivery Grant funding.
The survey was carried out from the perspective of the web-user
and aimed to assess the needs of both regular and potential one-off
users of council planning services. The scope of the survey criteria
included the development control process and policy at a district
and county level but did not include the enforcement process.
Councils were invited to verify their results between the 15th and
29th October 2004 by logging onto the PPA website, reviewing their
score and emailing PPA their feedback. We thank all councils that
responded during the verification period.
To view the final verified scores please select the type of authority
you are interested in from the list below and click on the link
to view the results. Local authorities are listed in alphabetical
order. The name of the local authority is listed vertically in the
left hand column of the table and the criteria listed horizontally
along the top of the table. A ‘1’ is placed in the box
against the criteria met by the local authority website, which is
added up to give a score.

Local
and National Park Authorities in England and Wales have been tested
against the original 21 Pendleton Criteria.
County Councils have been tested against a revised 21 criteria to
reflect their different planning roles and responsibilities. The
Criteria can be viewed on this website by clicking on the ‘Pendleton
Criteria’ and ‘Pendleton
County Criteria’ links.
Please note that points were not awarded for
o Application and decision registers and committee schedules that
are out of date;
o Links that did not work;
o Where Conditions/reasons for refusal were listed for committee
decisions only (not delegated);
o Where only general guidance information on appeals was given;
o Summaries of Development Plans, Inspector’s Reports or Proposal
Map modification.
o New information and services available on the website after the
30th September 2004.
o Information/services provided via links to other websites unless
it was clear on the LPA website what information/services are provided
externally and where to find them.
