Pendleton
Planning Survey 2005
The
results from the May 2005 Monitoring Survey are now available to
view on this site by clicking on the links below.
The
results for Wales and the Welsh National Park authorities are now
available, along with a downloadable version of the Survey Report.
The
web-based survey was carried out by PPA on the 2 May 2005 on behalf
The Office of the Deputy Prime Minister (ODPM). The aim was to review
the availability and accessibility of online planning information
and services on Local and National Park Authority and County Council
websites in England and Wales. This survey is a monitoring review,
giving local authorities an opportunity to update their Pendleton
Score to reflect any changes they have implemented since September
2004.
The
May 2005 results are not being used to allocate Planning Delivery
Grant funding in England.
The survey was carried out from the perspective of the web-user
and aimed to assess the needs of both regular and potential one-off
users of council planning services. The scope of the survey criteria
included the development control process and policy at a district
and county level but did not include the enforcement process.

Local
authorities in England and Wales were tested against the original
21 Pendleton Criteria. English County Councils were tested against
a revised 21 criteria and National Parks in England and Wales against
24 criteria, to reflect their different planning roles and responsibilities.
The GLA were surveyed against 15 criteria. The Criteria can be viewed
on this website by clicking on the ·Pendleton Criteria·

note that points were not awarded for
o Application
and decision registers and committee schedules that are out of date;
o Links that do not work;
o Where Conditions/reasons for refusal are listed for committee
decisions only (not delegated);
o Only general guidance information on appeals is given;
o Summaries of Development Plans, Inspector's Reports or Proposal
Map modifications;
o Information/services provided via external websites unless it
is clear on the LPA website what is available on the external site
and how to access it. A simple link with no explanation is not enough.
