The
PPA website survey team are currently surveying the Scottish planning
authority websites.
Pre-application
and neighbour consultation
Our
consultants are working on a variety of schemes, many of which have
been designed in-house. Official pre-application with the Council
and consultation with neighbours are both important stages of the
planning process. We currently have a number of live projects at
these stages across a range of planning authorities, in and around
London, including the London Boroughs of Kingston, Croydon and Barnet,
where we are consulting and negotiating on PPA designed schemes.

Planning
advice and householder applications.
We
continue to advise and help a number of small developers and householders
with extensions and minor developments. We have been working on,
and continue to support, applications for The Royal Hospital for
Neuro-disability in Putney. We have wide-ranging and recent experience
of Compulsory Purchase disputes, enforcement and appeal cases. Our
consultancy advises and continues to carry out internal Local Authority
Planning Process Reviews as well as National Surveys and reviews
of Planning Authority website services.

In
June 2008 we successfully negotiated with the Greater London Authority
and Merton Council for permission of the erection of a second stand
at Tooting & Mitcham football club to incorporate multi-function
sports and social facilities. These included classrooms, office
suites, dance studios and hydro-therapy installation and new WCs.
The development also incorporated the erection of a new multipurpose
sports hall facility and a health centre and sports injury clinic,
and an additional artificial football pitch.

Approval

The Pendleton Bolsover Planning Service Review
A PPA team led by Jayesh Patel and Janice
Morphet has recently completed a comprehensive review of the Bolsover
District Council planning service. The purpose of the review was
to improve efficiency and effectiveness in service delivery particularly
through improved workflows and the use of ICT. It also identified
cash and cashless benefits following the implementation of e-Planning
solutions and made recommendations for the future structure of the
service.

PARSOL
eApplication and eConsultation Standards
The
Office of the Deputy Prime Minister and PARSOL (Planning and Regulatory
Services On-Line) have appointed Peter Pendleton and Associates
to provide a suite of standards to facilitate effective electronic
planning application submission and subsequent consultation between
the local planning authority and statutory consultees.
Pendleton
consultants will review the following and draft standards for consultation
through the Local e-Government Standards Board service:
" Standards for electronic applications both received on-line
and scanned in."
"
Standards for electronic consultations to include the notification
letter, delivery of relevant data and documents, the response, and
any, Consultees' post decision needs. e.g. Decision letter."

New Service for Local Planning Authorities
by Peter Pendleton & Associates Ltd
Peter Pendleton & Associates Ltd has established a team to offer
local planning authorities advice and a new perspective on planning
processes, particularly development control. It is led by Ian Thompson,
David Ellis and Jayesh Patel - the Management Team that secured
Wandsworth Planning Service a Charter mark Award (3 times), a-2
star ‘Likely to Improve’ Best Value rating, ‘Investors
in People’ status and most recently, ISO accreditation for
its Development Control Manual. The team has also developed the
pioneering use of new technology to improve public accessibility
and staff efficiency, which won awards from the Society for Freedom
of Information and the RTPI. Ian Thompson is also a former Chair
of PARSOL. The team is now available to assist local planning authorities
to improve performance.

announce date for Website Monitoring survey
Peter
Pendleton & Associates Ltd (PPA) is pleased to advise that we
will be carrying out a Local Authority Planning Website Review for
England and Wales on the 2nd May 2005.
This survey will be a monitoring review, giving local authorities
an opportunity to update their Pendleton Score to reflect any changes

Planning and Regulatory Services Online National Project (PARSOL)
have been preparing a list of suitable consultants who have the
ability and knowledge to assist local planning authorities to meet
e-Planning Standards. Consultants included on the PARSOL Register
have passed an approval process validating their capability to deliver
this service.
The
PPA team is available to assist local authorities in the assessment
and implementation of e-planning action plans by offering focused
