The PPA website survey team are currently surveying the Scottish planning authority websites.

Pre-application and neighbour consultation

Our consultants are working on a variety of schemes, many of which have been designed in-house. Official pre-application with the Council and consultation with neighbours are both important stages of the planning process. We currently have a number of live projects at these stages across a range of planning authorities, in and around London, including the London Boroughs of Kingston, Croydon and Barnet, where we are consulting and negotiating on PPA designed schemes.

Planning advice and householder applications.

We continue to advise and help a number of small developers and householders with extensions and minor developments. We have been working on, and continue to support, applications for The Royal Hospital for Neuro-disability in Putney. We have wide-ranging and recent experience of Compulsory Purchase disputes, enforcement and appeal cases. Our consultancy advises and continues to carry out internal Local Authority Planning Process Reviews as well as National Surveys and reviews of Planning Authority website services.

We have recently submitted a PPA designed Nursing Home scheme for an 83 bedroom home in Wolverhampton.

5 Hafer, London, SW11 (London Borough of Wandsworth)

Planning permsision was granted for conversion of a single dwelling into 2 maisonettes with roof terrace.

1 Elm Tree Court, NW8 (London Borough of Westminster)

Permission was granted for the retention of UPVC windows to a ground floor flat of a conservation area designated mansion block.

Arc Site , Peasmarsh, Guilford, GU3(Guilford Borough)

Approval was granted for the extension of the time limit for the implementation of mixed business uses (B1c, B2 and B8) and car-parking.

Dental Practice, 22 Brighton Road, Purley, CR8

Permission was granted for a single storey rear and side extension to Purley House Dental Practice.

Chadwell heath lane, London, SE17 (London Borough of Redbridge)

Permission was granted for 8 dwellings and associated car-parking on a previously commercial site.

1a Prince Arthur, London, NW3 (London Borough of Camden)

Permission was granted for extensions involving basement, single and double-storey extensions with dormers and balcony.

13 Dawnay Road, London, SW18 (London Borough of Wandsworth)

Planning approval was granted for a scheme PPA designed for a rear and side extension within a conservation area.

85-87 Manor Road, Surrey, SM6 (London Borough of Sutton)

Our appeal was upheld by the Inspectorate against Sutton's refusal of planning permission for a 1 bedroom flat within the roof space of 85-87Manor Road.

685-689 Old Kent Road, London, SE15 (London Borough of Southwark)

Permission was granted for a change of use from business use (B1)to a mixed business, community, education and place of worship use(D1), with ancillary residential.

8 Rutland street, London, SW7 (City of Westminster)

Permission was granted for a scheme designed by PPA for the erection of a mansard roof, in association with the return of a flatted development to its former status as a single family dwelling.

1 Balham New Road, London, SW12 (London Borough of Wandsworth)

Permission was granted for the retention of the façade and redevelopment of the rear building to provide a 22 bedroom care facility.

192 Southborough Lane, Bromley, Kent, BR2 8AH (London Borough of Bromley)

Appeal allowed granting permission for demolition of existing dwelling and erection of 6 bedroom detached house with integral garage.

87-91 Dalston Lane, London, E8 2NG (London Borough of Hackney)

Planning approval was given for a mansard extension and change of use of three units on the edge of a conservation area. The approved scheme provides 6 x 1 bedroom flats above 3 (A1) shops.

Land between 45 Brenda Rd & 30 Langroyd Rd (London Borough of Wandsworth)

Successful planning permission was granted for the redevelopment of industrial land site, adjoining a conservation area, to provide 12 terraced houses, 8 flats and 1 single storey courtyard house.

62-64 High Street, New Malden, KT3 4HB (Royal Borough of Kingston-Upon-Thames)

Appeal allowed granting permission for the change of use from an office space on part first floor and second floor to residential accommodation.

25-27 Landgrove Road, London, SW19 7LL (London Borough of Merton)

Appeal was allowed to grant planning permission for the erection of a 3 storey building containing three 2 bedroom apartments, involving the conversion of a 2nd level roof space to form additional accommodation.

18-20 St. Dunstan's Road, South Norwood, London, SE25 (London Borough of Croydon)

Permission was granted for the redevelopment of a Class B1(light industrial )building in a conservation area to a mixed use building of 6 Residential Units: 4 X 1 bed, and 2 x 2 Bed flats, with balconies and a communal roof garden. The ground floor retains its 'B' use.

279 Church Road, Upper Norwood, SE19 2EQ (London Borough of Croydon)

Approval was granted for 4 x 3 bedroom semi-detached house in the rear gardens of 2 properties in a conservation area.

337-339 Hackney Road, London E2 (London Borough of Tower Hamlets)

Permission was granted for a conversion and extension of a Grade II listed building to provide 12 residential units.

117 Pinner Road, Northwood HA6 1BY (London Borough of Hillingdon)

Approval was given for the redevelopment of a supermarket site to provide 64 residential units in 734m2 of A1 use.


131-133 Baker Street, London W1U 6SE (London Borough of Westminster)

Planning approval was given for the change of use of first to fourth floors for residential purposes to provide five self-contained flats.


Development Site at Units 15,16,23 & 24 Kingly Court & Ground & First Floors, 15-21 Ganton Street, London W1V 2LT (Westminster Borough)

Permission was granted for installation of a new shopfront to Nos. 15-21 Ganton Street


49 Leigham Court Road, London SW16 2NF (London Borough of Lambeth)

Permission was granted for the conversion of ground and upper floors to provide 7 self-contained flats together with a 3 bedroom single dwelling house. Reinstatement of existing bowling green including landscaping and erection of a single storey bowling club house / pavilion in adjacent to bowling green together with provision of 13 car parking spaces including one disabled car parking space and cycling parking at lower ground floor level.

Imperial Fields Tooting & Mitcham Football Club, Bishopsford Road, Morden SM4 6BF (London Borough of Merton)

In June 2008 we successfully negotiated with the Greater London Authority and Merton Council for permission of the erection of a second stand at Tooting & Mitcham football club to incorporate multi-function sports and social facilities. These included classrooms, office suites, dance studios and hydro-therapy installation and new WCs. The development also incorporated the erection of a new multipurpose sports hall facility and a health centre and sports injury clinic, and an additional artificial football pitch.


23-29 Abbey Road, Ilford, Essex (Redbridge Borough)

Approval was given for the redevelopment of a residential site to provide a new 40 bedroom nursing home.


2A Broomwood Road, London SW11 (London Borough of Wandsworth)

Permission was granted for alterations including single storey rear extensions, excavation of basement with 2 front lightwells and one to the rear, in connection with enlarging existing ground floor flats.


204 Mitcham Road, London SW17 (London Borough of Wandsworth)

Permission was granted for redevelopment by erection of a three/four-storey building to provide 2 units (A1/A2/A3/A4/A5 use) at ground and basement with 10 flats above, and a separate building over rear access to provide a maisonette.

135 - 139 Wardour Street, London (London Borough of Westminster)

Approval was given for installation of a new shop frontage

The Pendleton Bolsover Planning Service Review

A PPA team led by Jayesh Patel and Janice Morphet has recently completed a comprehensive review of the Bolsover District Council planning service. The purpose of the review was to improve efficiency and effectiveness in service delivery particularly through improved workflows and the use of ICT. It also identified cash and cashless benefits following the implementation of e-Planning solutions and made recommendations for the future structure of the service.

The ODPM celebrated with the Local authorities. The function was held in the House of Commons' Terrace Marquee on 20th March 2006 to toast the success and the achievements of the local planning authorities. It was hosted by Baroness Andrews OBE. The results are displayed in spreadsheet format for all local authorities in England, Wales and Scotland. The Survey Report - incorporating a best practice guide - will be available online shortly.

PARSOL eApplication and eConsultation Standards

The Office of the Deputy Prime Minister and PARSOL (Planning and Regulatory Services On-Line) have appointed Peter Pendleton and Associates to provide a suite of standards to facilitate effective electronic planning application submission and subsequent consultation between the local planning authority and statutory consultees.

Pendleton consultants will review the following and draft standards for consultation through the Local e-Government Standards Board service:

" Standards for electronic applications both received on-line and scanned in."

" Standards for electronic consultations to include the notification letter, delivery of relevant data and documents, the response, and any, Consultees' post decision needs. e.g. Decision letter."

New Service for Local Planning Authorities

Peter Pendleton & Associates Ltd has established a team to offer local planning authorities advice and a new perspective on planning processes, particularly development control. It is led by Ian Thompson, David Ellis and Jayesh Patel - the Management Team that secured Wandsworth Planning Service a Charter mark Award (3 times), a-2 star ‘Likely to Improve’ Best Value rating, ‘Investors in People’ status and most recently, ISO accreditation for its Development Control Manual. The team has also developed the pioneering use of new technology to improve public accessibility and staff efficiency, which won awards from the Society for Freedom of Information and the RTPI. Ian Thompson is also a former Chair of PARSOL. The team is now available to assist local planning authorities to improve performance.

The ODPM have proposed that the survey relating to the PDG funding will now take place on the 31st of December 2005.

PPA announce date for Website Monitoring survey

Peter Pendleton & Associates Ltd (PPA) is pleased to advise that we will be carrying out a Local Authority Planning Website Review for England and Wales on the 2nd May 2005. This survey will be a monitoring review, giving local authorities an opportunity to update their Pendleton Score to reflect any changes they have implemented since September 2004. The results will not be related to Planning Delivery Grant funding.

PPA to be added to PARSOL Consultancy Register.

Peter Pendleton & Associated Ltd (PPA) is pleased to have been selected by PARSOL to be included in the list of suitable suppliers to provide e-planning consultancy services.

The Planning and Regulatory Services Online National Project (PARSOL) have been preparing a list of suitable consultants who have the ability and knowledge to assist local planning authorities to meet e-Planning Standards. Consultants included on the PARSOL Register have passed an approval process validating their capability to deliver this service.

The PPA team is available to assist local authorities in the assessment and implementation of e-planning action plans by offering focused consultancy support that is tailored to meet individual local authority objectives.
